General Bid Notes:
Attached are drawings, images, and specifications for the playground structures, equipment and various pieces for your review and consideration in providing a bidding quote to furnish and install playgrounds as described in the Scope of Works for each section. NOTE: All color patterns shall be in Orange, Tan, and Black to match the school’s existing color palette. NOTE: The District has taken great care and planning in this design and equipment selection to best meet the needs of its students and requires all proposals to be exact to these drawings, dimensions, materials specs, design, layout, and part numbers. No alternatives or substitutions will be considered. The District also reserves the right to choose the best bid for its interests and not just the lowest bid.
The bidding quote shall not include Missouri Sales and Use Tax. School District is a tax-exempt public entity. The District shall provide tax exempt form to Bidder awarded Project with evidence of said exemption for use on this Project.
All Bidders, Contractors and Subcontractors shall conform to the most current State of Missouri, Division of Labor Standards, Pulaski County, Wage Order No. 32. All Bidders, Contractors, and Subcontractors shall conform to the Missouri Prevailing Wage Law Sections 290.550 to 290.580 Public Works During Excessive Unemployment, if such provision applies to this Project.
All bidders must comply with E-verify. A bid bond, or a cashiers check, in the amount of 5% of the bid amount is required from all bidders. Payments to the awarded contractor/bidder will be an initial 25% of the total amount to order and hold equipment, with the balance to be paid upon completion of the work. It is anticipated that the playground surfacing and equipment installation would occur during the summer months of 2026.
The District reserves the right to reject any and all bids, waive any and all informalities, and disregard all non-conforming or conditional bids or counter proposals. No bids shall be entertained by the District which are not made in accordance with the specifications furnished by the District and all contracts shall be let to the lowest responsible bidder complying with the terms of the letting, provided that the District shall have the right to reject any and all bids. The District reserves the right to declare deviations from the terms of the letting as minor, and to waive the same, in its sole and absolute discretion. Selection of the lowest responsible bidder shall in no way constitute the creation of a contract between the District and the selected bidder. The selected bidder must enter into a formal contract with the District upon selection.
Preference will be given to making District purchases to all commodities manufactured, mined, produced, or grown within the state of Missouri and to all firms, corporations, or individuals doing business as Missouri firms, corporations, or individuals when quality and price are approximately the same.
All contracts exceeding $50,000 shall have a Material and Labor Payment Bond in an amount equal to one hundred percent (100%) of the Bid, which shall be furnished by the successful Bidder. Such bonds shall be issued by sureties authorized to do business in the State of Missouri, and made payable to the District.
All bidders are subject to and must comply with applicable state and federal anti-discrimination laws.
The successful Bidder will agree to perform work on District property in compliance with all District-wide policies and applicable local, state, and federal laws, regulations, and codes. Bidders shall ensure work complies with all specifications at the time of final completion.
The successful bidder shall be required to carry insurance policies of such type(s) and in such amounts as required by the District.
Any bidder submitting a bid agrees, by submitting a bid, that this Project Manual shall be made an exhibit to and incorporated into the final contract between the firm and the District.
Pre-K -2nd Grade Play Section, Waynesville, Missouri:
A large, custom playground structure, 3-Bay Arch Swing with 4 belt seats, and 1 ADA seat with a Wheelchair platform, Twist Climber, ADA panel play section, Spider Net Climber, ADA Wheelchair Monkey Bars, Music Pieces consisting of Double Bongo drums, Xylophone, and Tembo Pipes, 1 Talk Tube, Custom Welcome Sign, and a Non-Verbal Sign. All play equipment shall be manufactured and designed as a surface mount concept for approximately 3.75”-4” of Poured in Place (PIP) rubber. PIP will be a custom topcoat design with a minimum thickness of ½” top wear coat. The topcoat design will be a combination of 50/50 black and color mix, and solid color design with black tiger paws inlaid. PIP will be placed over a concrete subbase, which will be completed by others. The approximate square footage of the PIP rubber surfacing is 6,700 sq ft. All equipment, freight and delivery, and installation cost shall be included in bidding quote and meet applicable safety guidelines as provided in CPSC Publication 325 – The Public Playground Safety Handbook.
3rd – 5th Grade Play Section, Waynesville, Missouri:

Please mail a bidding quote sealed bid in compliance with play surfacing, playground structures, independent play components, and musical pieces to Waynesville R-VI School District – 200 Fleetwood Drive, Waynesville, Missouri 65583, attention Aaron Harrison by the above time.
Bids will be opened, evaluated and discussed with the District at this time. Include any documentation and drawings that may deviate from the playground design intent.
