Subject: Notice to Bidders - Invitation to Bid for the Construction of the Project
Dear Bidders,
City of Gardner invites qualified and experienced bidders to submit their proposals for a new substation project. This project contract will consist of furnishing all equipment, materials, and labor required to construct, test, and commission the new substation: Substation No. 4.
All methods of procedures, equipment, and workmanship used by the Contractor for completion of the work included in this Contract must be in accordance with the attached Contract Documents.
Bid Submission Details: Bid Form shall be directed to Peter Bergamini, Electronically ONLY to pbergamini@olsson.com with copied recipients: ggarcia@gardnerkansas.gov, erose@gardnerkansas.gov and whowell@olsson.com with the subject line: “BID FOR COG SUBSTATION 4”. Technical submittal data may be submitted electronically any time prior to the close of bids.
Bid Publication Date: Wednesday, August 6, 2025
Bid Submission Deadline: Saturday, September 22, 2025, at 8:00 am CST
Owner reserves the right to waive any and all informalities or to reject any or all bids. Each bid shall be accompanied by a certified check, cashier's check, or bid bond with an Incorporated Surety licensed to do business in the State of Kansas in the sum of five percent (5%) of the bid amount, which may be retained by the Owner until the Contract for the Project has been awarded. Bid Bond forms are included in the bid documents.
Bid security of apparent successful bidder shall be retained until such bidder has executed the Contract, furnished a satisfactory performance and payment bond in an amount equal to the Contract Bid, and met the other conditions of the Notice of Award. No Bidder may withdraw their bid for a period of sixty (60) days after the actual date of the opening thereof.

Contractors desiring the Contract Documents for use in preparing Proposals may also obtain a set of such documents from Drexel Technologies; 10840 West 86th Street, Lenexa, KS 66214, 913-371-4430. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier's checks shall be made payable to Drexel Technologies, Inc.
