The City of Metropolis (Owner) is requesting Bids for the construction of the following Project:

Well Improvements

HMG No. 8536.3

Sealed Bids for the construction of the Project will be received at the Metropolis City Hall located at 106 W 5th Street, Metropolis, IL, until the above time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Furnish all labor, materials, and equipment required to install a new municipal water well, as well as upgrading two existing well vaults and associated piping. The work shall be completed in accordance with the specifications and drawings covering the work.

Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals.

Bidders are notified that the price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owner.

The Construction Contract for this project is subject to "An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works", approved June 26, 1941, as amended, being Section 820 ILCS 130/1-12 Illinois Compiled Statutes, commonly referred to as The Prevailing Wage Act.

Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a grant from the Environmental Protection Agency (EPA). Neither the Federal Government nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Community Grants Program Final Implementation Guidance (FY22), including the requirements outlined in 2 CFR Appendix II to part 200, the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor. This procurement is also subject to the EPA’s policy regarding the increased use of disadvantaged business enterprises (40 CFR part 33, as amended). The EPA’s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. the federal “Build America, Buy America Act” requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58, the American Iron and Steel (AIS) requirements, Pub. L. No. 113-76. Contactor agrees to comply with all applicable standards, orders or regulations issued pursuant to the Clean Air Act (42 U.S.C. 7401-7671q) and the Federal Water Pollution Control Act as amended (33 U.S.C. 1251-1387).

Any contract awarded under this Invitation for Bids will require performance and payment bonds in the amount of 100% of the contract price.

The contract will be awarded to the lowest responsive, responsible bidder.

The OWNER may make such investigations as he deems necessary to determine the ability of the BIDDER to perform the WORK, and the BIDDER shall furnish to the OWNER all such information and data for this purpose as the OWNER may request. The OWNER reserves the right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the Agreement and to complete the WORK contemplated therein.
