Southwick House is inviting Bids for the Work involving the new construction of the Southwick House New Transitional Housing Facility located at 115 E Logan Avenue, Emporia, KS 66801, as designated in the Bid Documents.

BG Consultants will receive bids on behalf of Southwick House for a Contract for the Project. Qualified General Contractors may submit as the General Contractor for this Work.

Bidding Documents may be obtained and examined online, on or after Tuesday, January 27, 2026, via the Drexel Technologies, Inc. Planroom, https://projectbids.drexeltech.com/. Bidding Documents may also be obtained from BG Consultants, Inc., located at 4806 Vue du Lac Pl., Manhattan, KS 66503, upon payment of $250.00 for each set. Requests shall be made to Grant Urban, Project Architect, (785) 320-2660.

Bids will be accepted by the following method: Submitted in a sealed envelope delivered to the Lyon County Clerk’s Office at 430 Commercial Street, Emporia, KS 66801 by the above time. Bids received after this time will not be accepted.

Bids will be publicly opened and read aloud by BG Consultants at the Lyon County Commission Chambers at 430 Commercial Street, Emporia, KS 66801 on Tuesday, February 24, 2026 at 10:15am.

All Bidders are subject to and must comply with applicable state and federal anti-discrimination laws.

The Owner reserves the right to reject any or all Bids and to waive informalities or irregularities in the bidding.

Each bidder must submit with their bid, a bid security form and deposit a security in the amount meeting the conditions provided in the Bidding Documents.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The contractor and their subcontractors on this project will be required to comply with the federal Davis-Bacon Act; Copeland “Anti-Kickback”Act; and the Contract Work Hours and Safety Standards Act. Wage rates paid for construction work shall be at least equal to the prevailing wage rates as determined by the Secretary of the U.S. Department of Labor. The Labor Standards and Wage Rates Determination are included in the Contract Documents.

All persons awarded and /or entering into contracts with the Owner shall be subject to and required to comply with applicable county, state and federal provisions pertaining to nondiscrimination, labor standards, equal employment opportunity and affirmative action on public contracts. The project is being partially funded by Small Cities Community Development Block Grant Program managed by the Kansas Department of Commerce. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Federal prevailing wage rates to be paid under the contract, Section 3 of the 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act, the Civil Rights Act of 1964 and Executive Order 11246. Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE) are encouraged to submit bids for this work.

This agreement is for services related to a project that is subject to the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-24-02, “Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.” Contractor shall include Manufacturer’s Certification for BABA requirements for all BABA-covered items to be incorporated into the infrastructure project. Contractor shall comply with BABA requirements, including coordination with manufacturers, distributors, and suppliers to correct deficiencies in any BABA documentation. For any change orders, Contractor shall provide BABA documentation for any new products or materials required by the change. Contractor shall designate the responsible parties for determining the final categorizations for all project items.

A non-mandatory pre-bid conference will be held at the above time, located at the Lyon County Commission Chambers at 430 Commercial Street, Emporia, KS 66801, immediately followed by a tour of the project scope areas at 115 E Logan Avenue, Emporia, KS 66801.

Bidders are encouraged to visit the site upon request prior to the Bid opening to satisfy themselves with the existing conditions. Bids shall not contain any recapitulation of the work to be done. No oral, telegraphic, or telephonic proposals or modification will be considered.
