300,000 – Gallon Vine Street Tank Replacement - Sparta, IL

Sealed Bids for the construction of the Project will be received at the Sparta City Hall located at 114 West Jackson Street, Sparta, IL 62286, until the above time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Demolition of the existing elevated tank, installation of a new 300,000 – gallon single pedestal tank including all piping, electrical and appurtenances required to complete the project.

Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals.

Bidders are notified that the price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owner.

Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]

This project is funded in whole or in part with grant funds from the Community Development Block Grant(CDBG) program.”

The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The work to be performed under this contract is subject to the requirements of Section 3 (24 CFR Part 75; and 3)

The procurement will be subject to regulations contained in the Davis-Bacon Act (40 USC 276a through276a-5) as defined by the United States Department of Labor.

This project is subject to all Build America Buy America Act, (BABA) requirements.

Any contract awarded under this Invitation for Bids will require performance and payment bonds in the amount of 100% of the contract price.

The contract will be awarded to the lowest responsive, responsible bidder.

The OWNER may make such investigations as he deems necessary to determine the ability of the BIDDER to perform the WORK, and the BIDDER shall furnish to the OWNER all such information and data for this purpose as the OWNER may request. The OWNER reserves the right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the Agreement and to complete the WORK contemplated therein.
