Sealed Bids will be received by the City of O’Fallon Purchasing Agent, Christine Grabin,100 North Main Street, O’Fallon, Missouri 63366, until the above time, and will thereafter be publicly opened and read aloud. Bidders must sign, in ink, the bid form and all other documents where indicated. Unsigned bids will not be read.
The proposed work includes the furnishing of materials, tools, equipment and labor necessary to install 20 ladders in the BNR tanks #1, #2, #3 and #4 at the Wastewater Treatment Plant (WWTP) in O’Fallon, Missouri, with Bid Number: 25-074. Work includes but is not limited to:
Install 16 ladders in anoxic tanks on the northern end of the BNR Tanks, which are separated by FRP baffle walls and concrete divider walls and 4 ladders in the aerobic tanks on the south end of the BNR Tanks, which are separated by concrete divider walls. See Figures 1 - 3 for ladder locations.
Conduits mounted along the railing on the precast walkways above aerobic tanks #2 and #4 will need to be reconfigured to avoid obstruction at the ladder access locations. Conduit will need to be added, and wiring will have to be pulled through the new conduit to account for the lengthening of the conduit pipe. Add junction box, pull wire and splice in new conductors to associated tank equipment.
The Contract Documents, including specifications, are on file at the office of Drexel Technologies at http://projectbids.drexeltech.com and are open for public inspection. Copies of documents may be obtained from Drexel Technologies for the fee listed online.
Bids must be submitted on the appropriate bid forms provided and must be accompanied by a Bid Security in the amount equal to and not less than five percent (5%) of the base bid, payable without recourse to the CITY. The Security may be in the form of a certified cashier’s check or a bidder’s bond in the same amount from an Incorporated Surety licensed to do business in the State of Missouri as a guarantee that the bidder will enter into a contract and execute a one hundred percent (100%) performance bond, a one hundred percent (100%) payment bond, and guaranty forms provided within ten (10) days after notice of acceptance of bid to them. Bid checks will be returned to the unsuccessful bidders when their bids are rejected. No bidder may withdraw their bid within ninety (90) days after the bid opening. The City of O’Fallon, Missouri retains the right to reject any or all bids submitted.
The wage rates applicable to this project have been determined as required by law and are set forth in the detailed specifications. All methods, procedures, equipment, and workmanship used for the completion of this project must be in accordance with the attached Contract Documents.
A non-mandatory pre-bid meeting will be held at 150 Firma Road, O’Fallon, MO at the above time. Any contractor potentially bidding as a general or subcontractor may attend.
There is a mandatory bidder’s questionnaire (enclosed with the spec book) that is due with the bid. If the questionnaire is not received by this date and time, the general contractor will not be able to submit a bid on this project.
For the sake of obtaining a bid security, the engineer’s estimate for this project is approximately $230,000. This is an estimate only and may or may not reflect the complete cost of any or all alternates in the proposal. The contractor is still required to submit a bid guaranty per the requirements in this proposal.
All requests for clarifications on these bidding documents must be received no later than Wednesday, October 22nd, by 2:00 PM. The CITY reserves the right to reject any and all Bids, to waive informalities therein to determine the lowest and best bid, and to approve the bond. No Bid may be withdrawn for a period of ninety (90) days subsequent to the specified time for receipt of Bids.
