Sealed proposals will be received at the office of the Atchison County Clerk, 423 N. 5th St., Atchison, Kansas 66002, until the above time. Proposals will be publicly opened and read into record the regularly scheduled Board of County Commissioners Meeting at 10:45 AM on the above date.

The project consists of 1.9 miles of 22-foot wide five-inch (5”) nominal depth pavement milling (millings to be retained by the County), 26-foot wide 8-inch (8”) nominal depth cement treated base reclamation (tilling), 22-foot wide four-inch (4”) depth asphalt overlay with two-foot (2’) wide aggregate shoulders, pavement marking, grading and seeding on Ottawa Road from 230th Road to 246th Road. Project is broken into two (2) sections with a base bid that will be awarded in 2025 and additional alternate that may or may not be awarded this year depending on cost and budgets.

All equipment, materials and workmanship will be in accordance with the latest version of the Kansas Department of Transportation (KDOT) Standard Specifications for State Road and Bridge Construction including Supplemental Specifications and Special Provisions with applicable local construction standards and procedures as provided with these contract documents. All completed work must be aesthetically pleasing and match existing structure lines and grades.

Work must comply with accepted safety standards as put forth by the Occupational Safety and Health Administration (www.osha.gov) as well as with local and state ordinances and building codes. It is the responsibility of the contractor to determine and obtain all required permits, which must be secured before work begins.

A bid deposit in the form of certified check on a solvent Kansas bank or a satisfactory bid bond in an amount equal to five percent of the total bid price must accompany the bid. Three additional sets of documents (except Standard Specs., 2015 Ed.) will be furnished to the successful bidder.

Bidders will be required to furnish their proposed start date in the Proposal to begin construction.

There are a total of 50 calendar days for the base project and 40 additional calendar days for the add alternate. The early start date is anticipated no earlier than June 26, 2026 which coincides with the contractual completion date for Kings Construction Ottawa Road Phase 2 Rehabilitation project directly north of 246th Road and this Phase 3 work. Depending on the proposed start date entered in PF-8 below, work on this Phase 3 shall be coordinated with Phase 2 contractor Kings Construction for traffic control and property owner access. All work shall be completed within the 2026 construction year and no later than November 20, 2026. Time is of the essence and once the work is started, the contractor shall be present and working on this project until it is completed.

No bidder may withdraw his bid for a period of 60 days after the date of the opening of bids.

The bidder to whom a contract is awarded will be required to furnish performance and statutory bonds acceptable to Atchison County, each in the amount of the total contract price in conformity with the requirements of the contract documents.

The right is reserved by the County to reject any or all bids and to waive any informality therein, to determine which is the lowest responsible bid most suitable to the County and to approve the bonds.
