Sealed bids for the Bellington, Fernpark, Mason Forest Swale Project in the City of Creve Coeur, Missouri, will be received by Dione Garson, Interim Assistant Director of Public Works, until the above time, at the Public Works office, located in the Creve Coeur Government Center, 300 North New Ballas Road, Creve Coeur, Missouri 63141, and will thereafter be publicly read aloud.

The scope of work for this project includes, but is not limited to, grading, installing brick-lined stormwater channels, and site restoration at three sites in the City of Creve Coeur, Missouri. The work involved with this project is described in further detail within the Project Manual. The City reserves the right to revise the project limits and may add or remove work locations at any time.

Bid Documents will be available beginning August 13, 2025, for viewing or download from the “eDistribution Plan Room” on the Drexel Technologies website (www.drexeltech.com).

Printed sets of the bid documents for the project can be purchased from Drexel Technologies, located at 60 Progress Parkway, Maryland Heights, MO 63043. An optional pre-bid meeting will be held at the above time, at the Creve Coeur Government Center. Prospective bidders are encouraged to attend this meeting.

The Work shall be in accordance with the provisions set forth in the Bid Documents, which have adopted, by reference, the standards of the 2024 edition of the “Standard Specifications for Road and Bridge Construction,” by the St. Louis County Department of Transportation and the 2018 edition of the “Rules and Regulations and Engineering Design Requirements for Sanitary Sewer and Stormwater Drainage Facilities” by the Metropolitan St. Louis Sewer District.

Each Bid must be accompanied by a cashier’s check, a certified check, or a Bid Bond executed by the Bidder and an approved surety company, made payable to the City of Creve Coeur, in an amount not less than ten percent (10%) of the sum total of the bid.

Not less than the specified wage, as found by the Department of Labor and Industrial Relations of the State of Missouri pursuant to Sections 290.095 et seq RSMo, or determined by court on appeal, shall be paid to all workmen performing work under this Contract, and the Contractor will indemnify and hold the City harmless therefore.

The City reserves the right to reject any and all bids and to waive all informalities in Bids. By submitting Bid, a Bidder agrees that their Bid will not be withdrawn for a period of sixty (60) days except as provided herein, subsequent to the specified time for receipt of Bids and further agrees to the terms and conditions of this invitation and the Project Manual regarding the bidding process.

No low Bidder shall have a business expectancy merely because their Bid is the lowest one received: until the contract has been awarded, no business expectancy exists. Bids may be withdrawn solely for demonstrated and verifiable clerical or typographical mistake, but not mistake of judgment.
