Sealed bids for the Manchester Road Pedestrian Improvements STP-5504(604) Project will be received by the City of Manchester, Missouri, at the City Hall, 14317 Manchester Road, until the above time. All bids will be opened and publicly read aloud at that time. Bids received after said time will be returned unopened.
Scope of work: The Scope of Work consists of the removal and replacement of existing pedestrian facilities and installation of new pedestrian facilities along Manchester Road (Rte 100) from Baxter Road to Hwy 141. A new pedestrian facility will be added to the north side of Manchester Road including a prefabricated steel truss pedestrian bridge over Grand Glaize Creek. The existing pedestrian facility along the south side of Manchester Road will be reconstructed. Curb ramps and commercial entrances throughout the corridor will be replaced (as required) to bring them into ADA compliance. Pedestrian traffic signal modifications, modular block retaining walls, striping, traffic control, and other items shall be included as shown in the plans.

A pre-bid meeting will be held at the above time at the City of Manchester, City Hall, 14317 Manchester Road. Attendance is strongly encouraged for bidders.

All bidder questions must be received by 5:00 p.m. on Thursday, August 28, 2025. Any questions received after this time cannot be answered. Addenda will only be sent to plan holder and plan rooms.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Manchester hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2024 Edition (https://www.modot.org/missouri-standard-specifications-highway-construction)including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.
A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance with the Bidders Checklist.
The City of Manchester reserves the right to reject any or all bids.
The DBE goal for this project is 6%
No 2nd tier subcontracting will be allowed on this project.
The project will be awarded to the lowest, responsive, responsible bidder.
