REQUEST FOR PROPOSALS

CITY HALL WATER FEATURE DESIGN

Introduction

The City of Raytown is seeking proposals from qualified design teams for the design of a new water feature/fountain to be installed in front of Raytown City Hall. This project will replace the existing non-functional fountain, of which only the brick vault is remaining and intended to be re-used. The new fountain shall be designed for a maximum budget of $50,000 with the intent of construction cost estimates to be no more than $150,000.

Project Scope

The selected designer will be responsible for:

• Designing a new water feature that incorporates or enhances the aesthetic appeal of the median in front of City Hall. This will include design plans, specifications, and bidding documents for the City of Raytown to solicit the design for construction.

• Reusing the existing underground vault, but with new control valves, filter, and control panel. Photos of existing vault included in Attachment 1. Dimensions of existing vault included in Attachment 2.

• Utilizing the available 3/4-inch water supply line and 120V power source in the current vault. Reuse of the existing water meter and backflow valve are expected.

• The designed water feature must be able to be constructed in under $150,000.

Pre-Proposal Meeting

A pre-proposal meeting will be held at the above time at Raytown City Hall. Attendance is highly recommended but not required. This meeting will provide an opportunity for prospective bidders to view the project site and inspect the interior of the existing vault to be retained.

Proposal Requirements

Interested firms shall submit a proposal that includes the following:

1. Company Information

• Name, address, and contact information.

• Overview of the firm’s qualifications and experience with similar projects.

2. Design Concept

• Preliminary illustration of the proposed fountain (approximately 10% complete).

• Description of design elements, materials, and water feature components.

3. Project Approach & Timeline

• Proposed methodology for design.

• Provide a proposed timeline which the firm believes they can accomplish the scope of work, including milestone dates.

4. Proposed Fee

• Provide a proposed fee based on the state Scope of Work, which includes all reimbursable items like mileage and printing. Once a desired consultant has been identified, the City reserves the right to negotiate the final fee, but has allocated $50,000 for this scope of work.

5. References

• At least three references for similar projects completed within the past five

  years.

Submission Details

Proposals shall be submitted no later than the above time. Late submissions will not be considered. Proposals shall be delivered to:

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

• Quality and creativity of the proposed design concept (30%)

• Firm’s experience and past performance on similar projects. (30%)

• Project approach and feasibility of the proposed timeline. (20%)

• Ability to complete the project within the stated budget. (20%)

The City of Raytown reserves the right to reject any or all proposals, to waive irregularities, and to accept the proposal deemed to be in the best interest of the City.
