Sealed bids will be received by the Owner’s Representative, Alfred Benesch & Company, at 4435 Main Street Ste. 1150, Kansas City, Missouri 64111 until the above time and then publicly opened and read aloud, for furnishing all labor, materials and equipment, and performing all work necessary for completing the PACK 1 – AIRFIELD PAVEMENT MAINTENANCE (2025) Project.
In general, the improvements on which bids are requested will require the following major construction items:
Installation of temporary airport safety measures to allow for construction operations.
Pavement marking removal.
Routing, cleaning, and sealing of cracks and joints, asphalt (Cracks ≤ 1.5”).
Routing, cleaning, and sealing (repairs) of cracks and joints, asphalt (Cracks > 1.5”).
Spalled and Failed Asphalt Pavement Repair (asphalt patching).
Asphalt Surface treatment (seal coat) application.
Temporary and permanent pavement marking application.

Starting on Tuesday, July 29, 2025, a complete set of bid documents will be available and can be seen and/or purchased for a non-refundable fee on-line at www.drexeltech.com in their eDistribution plan room. Information regarding this project can be found in the “Public Jobs” link on the www.drexeltech.com website. Additional Assistance is available at distribution@drexeltech.com. Contractors desiring paper copies of the contract documents may also obtain a set of such documents from Drexel Technologies at either of their three locations in Lenexa, Kansas; Kansas City Missouri; or St. Louis, Missouri. Bid documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified or cashier’s checks shall be made payable to Drexel Technologies, Inc.

Parties then interested in submitting an official bid must contact Benesch at both of the above email addresses and request an official bid booklet. The electronic documents do not contain the official bid booklet. Contractors must obtain an official bid booklet from Benesch to submit a bid.
A pre-bid meeting will NOT be held in conjunction with this project. All bidders are required to examine the site to become familiar with all site conditions.
Contractors shall coordinate with (Buffalo) Brandon Kenall (Mayor), 417-328-8167 and (Willow Springs) Beverly Hicks (City Administrator) 417-252-0129 for site visit opportunities. The Owner reserves the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to airport operations at the time.
Prequalification: Contractor’s bidding need not be pre-qualified but shall be qualified to do the work.
No bid will be considered unless accompanied by a bid guaranty secured by an approved surety or sureties (licensed to conduct surety business in the state of Missouri), payable to each owner, for not less than five (5) percent of the amount of the bid.
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the OWNER for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of conducting the bid evaluation.
Award of contract will be based on the lowest aggregate sum proposal (for the award options that are in the Owner’s best interest based on available State and Local Funding) submitted from those bidders that are confirmed as being responsive and responsible. Contractors bidding shall bid all items for both Airport Locations. The right is reserved, as the OWNER may require, to reject any bid and all bids.
The successful bidder will be required to furnish separate performance and payment bonds, per Airport, each in an amount equal to 100% of the contract.
Award of contract is contingent upon the owner receiving State-funding assistance under the State Aviation Trust Fund.
The contractor will be required to comply with the wage and labor requirements and pay minimum wages in accordance with the schedule of wage rates established by the Missouri Division of Labor Standards included in Article 3.
The contractor is required to comply with the Domestic Products Procurement Act -RSMO 34.350 as included in the Proposal Form.
