2026-2028 Parks, Right-of-Way, and Grounds Maintenance Services - Creve Coeur, MO

Sealed bids, in duplicate, for the 2026-2028 Parks, Right-of-Way, and Grounds Maintenance Services in the City of Creve Coeur, Missouri, will be received by Jim Heines, Interim Director of Public Works, until the above time at the Public Works office, located in the Creve Coeur Government Center, 300 North New Ballas Road, Creve Coeur, Missouri 63141, and will thereafter be publicly read aloud.

The scope of work for this project includes, but is not limited to, mowing, irrigation system maintenance, trimming, litter removal, weeding, pest control, fertilization, and other landscape-management services on public property within the City of Creve Coeur, as detailed more specifically in the project technical specifications. This work will be divided into three (3) parts, which are identified below and are more specifically defined in the Contract Documents:

1. Part 1: Parks Maintenance;

2. Part 2: Right-of-Way Maintenance;

3. Part 3: Grounds Maintenance.

The City reserves the right to award separate contracts for each part listed above, to award one contract for all parts, or to award contract(s) for any combination of these parts. Furthermore, the City reserves the right to revise the project scope to match the City’s maintenance needs.

Each maintenance services contract will be awarded for a period of two (2) years, with the City reserving the option to extend each contract by one (1) year.

All Bidders must have and demonstrate a minimum of three (3) years of contractual grounds-maintenance experience of a commercial or institutional nature.

Bid Documents will be available beginning Tuesday, January 6, 2026, for viewing or download from the “eDistribution Plan Room” on the Drexel Technologies website (www.drexeltech.com). Printed sets of the bid documents for the project can be purchased from Drexel Technologies, located at 135A Weldon Parkway, Maryland Heights, MO 63043. An optional pre-bid meeting will be held at the above time, at the Creve Coeur Government Center, which is located at 300 North New Ballas Road. Although it is not mandatory, prospective bidders are encouraged to attend this meeting.

Not less than the specified wage, as found by the Department of Labor and Industrial Relations of the State of Missouri pursuant to Sections 290.095 et seq RSMo, or determined by court on appeal, shall be paid to all workmen performing work under this Contract, and the Contractor will indemnify and hold the City harmless therefore.

The City reserves the right to reject any and all bids and to waive all informalities in Bids. By submitting Bid, a Bidder agrees that their Bid will not be withdrawn for a period of sixty (60) days except as provided herein, subsequent to the specified time for receipt of Bids and further agrees to the terms and conditions of this invitation and the Project Manual regarding the bidding process. No low Bidder shall have a business expectancy merely because their Bid is the lowest one received: until the contract has been awarded, no business expectancy exists. Bids may be withdrawn solely for demonstrated and verifiable clerical or typographical mistake, but not mistake of judgment.
